The Warm Homes: Local Grant is a UK Government scheme launching on 1 April 2025 to help low-income households in England access fully funded energy efficiency upgrades and low-carbon heating installations through local authorities. 

To qualify, households must: 

  • Be located in England 
  • Have a gross annual household income of £36,000 or less 
  • Be receiving means-tested benefits (e.g., Universal Credit, Housing Benefit) 
  • Live in a deprived area (lowest income deciles) 
  • Have an Energy Performance Certificate (EPC) rating of D to G 
  • Own or rent privately (not social housing) 

The grant covers two main types of upgrades: 

  • Energy efficiency improvements (up to £15,000): Insulation, draughtproofing, solar panels, battery storage, and glazing upgrades. 
  • Low-carbon heating (up to £15,000): Air/ground source heat pumps and other energy-efficient heating systems. 

Yes! Private landlords can apply under these conditions: 

  • Full funding for the first property 
  • 50% funding for additional properties (up to a £315,000 cap) 
  • Properties must have an EPC rating of D to G

Once the scheme launches, eligible applicants can expect a straightforward process, with upgrades typically installed within a few months, depending on demand and council approvals. 

The grant does not cover: 

  • Social housing (except for limited cases) 
  • New build/self-build homes 
  • Homes with an EPC rating of A to C
